Stephanie Mas is a procurement and contracting professional who brings a thoughtful, detail-driven approach to purchasing and government contracting. Her path into procurement began in early 2020, building on an academic background in English Language Arts and teaching. That foundation continues to shape her work today - particularly in how she communicates complex requirements, develops practical processes, and helps others better understand procurement.

Throughout her career, Stephanie has supported both federal and local government organizations, giving her a unique perspective on how procurement operates across different levels of government. Her experience spans the full procurement lifecycle and includes commercial products and services, construction, architect-engineering services, and non-commercial/government contracting. This diverse background allows her to approach procurement not simply as a set of rules and procedures, but as a business function that connects people, processes, strategy, and organizational goals.

At the local government level, Stephanie serves as the Procurement and Contract Specialist for the Town of Timnath, Colorado, where she provides full-lifecycle procurement support across municipal departments. Her work includes procurement operations, purchase card administration, process and resource development, data management, and internal guidance and training. She also played an instrumental role in implementing procurement functionality within the Town’s enterprise resource planning (ERP) system, helping develop requisition and purchase order workflows, approval paths, and training aligned with organizational policies and procedures.

At the federal level, Stephanie served as a Contracting Officer and Contract Specialist with the National Oceanic and Atmospheric Administration (NOAA). As a warranted Contracting Officer with a FAC-C Professional certification, she supported acquisitions for multiple NOAA offices, including the Office of Oceanic and Atmospheric Research (OAR), National Weather Service (NWS), and National Marine Fisheries Service (NMFS). Her responsibilities encompassed the full acquisition lifecycle as well as training and supporting new acquisition staff and departmental stakeholders.

This combination of federal contracting, municipal procurement, process development, systems implementation, and training gives Stephanie a perspective that extends beyond any single area of procurement. She understands what happens behind the solicitation - from identifying a need and developing requirements to evaluating solutions, managing risk, awarding contracts, and administering performance.
